  • The current dominant strategy emphasizes temporary shelter and is viewed as ineffective by the Federal Government. The Federal Government is recommending a shift in strategy from temporary shelter to training, or structured living and permanent care for the chronically homeless. The Federal Government has adopted the formation of a 10 year plan as a national blueprint and created the U.S. Interagency Council on Homelessness which includes HUD, HHS, VA and others.
  • NC government has created NC Interagency Council for Coordinating Homeless Programs and has developed a state Ten Year Plan to End Homelessness.
  • Three hundred communities across the nation including Raleigh and Forsyth County have ten-year plans.
